Everything you need to know about a Retrofit Assessment

What is PAS 2035?

PAS 2035 is the key document in the retrofit standards framework. It was introduced following the 2015 Each Home Counts review, which aimed to address failures in domestic retrofit and improve processes for energy efficiency and renewable energy measures. Supported by industry and the Department for Business, Energy and Industrial Strategy (BEIS), PAS 2035:2019 sets the standards for retrofitting domestic buildings. The government plans to make compliance with PAS 2035 mandatory for all publicly funded projects, including those funded by the Energy Company Obligation (ECO).

PAS 2035 details how to carry out quality energy retrofits of existing domestic buildings, alongside best practice guidance for implementing energy efficiency measures.

  • Assessment Scope:

Whole-house evaluation based on a Retrofit Assessment (including condition, energy, and occupancy assessments).

  • Risk Pathway:

Risk classification (Path A: Low, Path B: Medium, Path C: High) guides the level of detail and oversight required.

  • Retrofit Design:

Tailored improvement plans.

  • Action Plan:

A detailed list of recommended energy efficiency measures.

  • Monitoring Plan (if required):

Outlines post-installation performance checks and occupant feedback.

The PAS embraces quality retrofit work eliminating problems associated with defects, shallow retrofit, accountability, poor design and performance gap. PAS 2035 delivers a whole building approach to the retrofit process, considering the home, environment, occupancy and the suitable measures to install. This eliminates the issue of the retrofit work being considered in isolation which can unintentionally damage the overall building performance.

Where is PAS 2035 applied?

PAS 2035 and the retrofit standards framework can be applied to various retrofit projects, including:

  • Government-promoted or funded programmes at national or local levels

  • Landlord-initiated or funded programmes, including those by social housing organizations, private landlords, and commercial property owners

  • Retrofits of individual buildings by owners or occupants, both domestic and commercial

  • Retrofits integrated with broader repairs, maintenance, and improvement (RMI) activities for individual buildings or building stocks.
